Allow generation of version independent, safe script via -Script.

I hope you are well. I don’t know if you remember me. We had dinner all together some times ago after the Jazoon Conference in Zürich – Switzerland. As EF expert and author of the following blog post, I’m allowing myself to ask you one question I got from a customer using EF.
The customer would like to know if there is an elegant way to use EF Migration so that you can send to different customers exactly the same script, without having to worry about the current status of the DB. The current status of the DB could be stored in a config table and the script should update the DB to a specific version (specific status) depending on their need. The script should be intelligent enough to know if it run already or not.
Is there something out-of the box or you need to implement it manually.
