Closed Issue: Huge performance regression on 20328 nightly build [1004]

I was testing SQL Compact database creation and 4000 inserts with build 20321, and after applying build 20328, the times went from 5 secs to 15 secs.
Comments: Performance regression caused by third party software on customer's machine, not related to EF code changes.
