Edited Issue: Designer Setup: EDMX ItemTemplate is always put into 1033 folder [1189]

The EDMX item template ("AdoNetEntityDataModelCSharp.zip") is always put into the Data\1033 folder. This still works, because there is nothing localized/localizable about the template, and on localized VS installs it picks up the 1033 template. However, since this template is not EN-specific, we should put it at the root (under "ItemTemplates\CSharp\Data\" without the 1033).
